Ordinance No. 184674 established Los Angeles Municipal Code Division 97, Article 1, Chapter IX, the Existing Buildings Energy and Water Efficiency (EBEWE) Program under the purview of the Los Angeles Department of Building and Safety (LADBS). To fully comply with the Ordinance, the owner of the building effected by this Ordinance must complete all the requirements specified in LAMC Division 97 and outlined in the following 3 steps. Step 1 must be done the first year that the building is benchmarked while Steps 2 and 3 must be done no later than June 1st every year:
Step 1. Create an LADBS Account at: https://www.ladbsservices2.lacity.org/OnlineServices/Login/Register
Step 2. Register Your Building with LADBS, which includes paying the registration fees.
Step 3. Submit the Benchmarking Report for your building using PortfolioManager® to LADBS as follows:
a. Create a PortfolioManager® account at https://portfoliomanager.energystar.gov/pm/login.
b. Benchmark the building in PortfolioManager® for the appropriate calendar year.
c. Add the LA City Building ID to your report (this is not the same as the Property ID in Energy Star Portfolio
Manager) and the Building Zip Code as it appears on your Notice to Comply.
d. Send 2018 benchmarking data to LADBS using the following link: www.ladbs.org/benchmarking2018.
Notes:
- The three Steps outlined above are listed in the most common sequence, but can be done in another order that is more convenient for you as long as all of them have been completed by the compliance deadline (June 1st every year).
- Match the year in the link specified in Step 3.d to the year being benchmarked. For example, if you are submitting a report for 2016, send it to www.ladbs.org/benchmarking2016; for 2017, send it to www.ladbs.org/benchmarking2017; and so forth.
- It is important that you use the same Building Zip Code that appears on the Notice to Comply from LADBS. The combination of Building ID and Building Zip Code are used together as a unique identifier by LADBS to download your benchmarking data. However, if you believe the zip code provided to you is incorrect, please contact our team via email at ladbs.ebewe@lacity.org so that we may verify the information and update our records accordingly.
Click on the Benchmark Status Reports button and select a Benchmark Year (or All) from the drop-down menu to display a status list of EBEWE buildings.
Information About the Compliance Data
- Building Number
This is the unique LA City Building ID provided to the building owner in every notification to comply with the EBEWE Ordinance. It is not the same as the Property ID in Energy Star Portfolio Manager. - Year (Benchmark Year)
This is the year for which the building was required to be benchmarked against (e.g., report of energy usage for the year shown). Benchmark years were staggered based on the building criteria listed in the Ordinance. For example, Privately-owned buildings greater than 100,000 gross square feet were required to submit a benchmark report by July 1, 2016 (and then by July 1st every year thereafter). The document titled "Scope of Ordinance No. 184674 as Amended by Ordinance 185198" provides a summary of the criteria of the buildings that must comply with the EBEWE Ordinance and those that are exceptions to the requirements of the EBEWE Ordinance. - EBEWE Compliance Status
The status will be either “COMPLIED” or “NOT COMPLIED”. A Complied status means the building owner has completed all of the 3 steps outlined in I. Ordinance Background and How to Comply. Not complied means the building owner has not completed all of the requirements specified in the EBEWE Ordinance. For example, the owner may have submitted a benchmark report to Energy Star, but not to LADBS or has not registered the building with LADBS or has not paid the annual registration fee.
